On March 21, 2011, the web portal of the Government of Yaracuy, without giving exact date of the press release reports that the Government Palace in Yaracuy, held the first briefing on the new legal framework for the construction of the new institutions and to support the guidelines for the formulation of municipal development plans and the Inter-territorial Compensation Fund.

This activity was organized by the Regional Technical Office Lara - Yaracuy together with the Foundation for the Development of West Central Region of Venezuela (FUDECO), who stated that the municipal development of such plans must be approved by the competent authorities no later than August 30 this year .
Coordinator Policy and Planning of territorial International Compensation Fund, Dalmiro Moya explained that the idea of \u200b\u200bthis first meeting is to give the guidelines of the compensation fund in relation to the start of production of local plans, where Mayors who will be the responsibility of developing them.


He also reported that pre-approval of such plans will be in charge of local planning councils in each jurisdiction and then be subjected to the various City Councils.



Similarly it was learned that this activity takes place within the new institutional framework refers to the Federal Council of Government, which is putting into effect the new Organic Law of Public Planning and People which aims to develop and strengthen people's power by establishing principles and standards for the country's transformation.



Note that the implementation of the Municipal Development Plan's main Socialist Prime guideline National Project Plan Simon Bolivar, and so it includes the eight Millennium Development Goals, which seek to meet the year 2015, which are based directly on the activities and targets contained in the Millennium Declaration in September 2000 by 189 nations and signed by 147 heads of state and government at the Millennium Summit of the United Nations.



These meetings will be held on 3 occasions only, because as said Moya, the responsibility lies with municipal leaders, but added that can reach cooperative agreements to provide the necessary support.
